MIPPA ResourcesMIPPA - the Medicare Improvements for Patients and MIPPA—the Medicare Improvements for Patients and Providers Act of 2008—was multi-faceted legislation that put into place a variety of changes related to Medicare policy. It provided more stringent legal limitations on marketing practices related to Medicare drug and Medicare Advantage Plans including: Mandated that the "Welcome to Medicare Exam" for new beneficiaries be available for the first year without triggering the Part B deductible. Provided funding for outreach to implement important changes in the asset and income limits for two benefit programs to help Medicare beneficiaries most in need—the Low Income Subsidy (LIS) for Part D and the Medicare Savings Plans (sometimes called State "Buy-Ins" or QMB, SLMB, SLMB+). Other provisions affected coverage related to Mental Health, therapy caps, and durable medical equipment.
